From elementary school through university. Categories are organized by age, so a team always competes against others at the same level. Coaches, teachers, and whole institutions also take part.
No. The challenges are designed so a beginner team can compete from the first year, with guides, support materials, and support from the coaching community. Several challenges allow different types of material.
